With the beginning of spring, new rules for technical inspection of vehicles are introduced throughout Russia, which increase the requirements for maintenance points. The Russian Union of Insurers believes that the new requirements may cause a shortage of points for maintenance.
At the moment, there are about 5 thousand such points in the country. But 659's certificates have been suspended for various reasons. In November-December 2020, RSA sent inquiries to companies in order to find out if market participants are ready to work normally under the new rules. Only 2,5 maintenance points reported their readiness. At the same time, the Union of Auto Insurers is confident that even 5 maintenance points will not be enough, since 000 million vehicles are registered in Russia.
The problem concerns not only the number of points of those. inspection, but also the cost of the procedure. The fact is that the cost of inspection will be determined by the local authorities. The calculation is made according to the methodology developed by the Federal Tariff Service, which no longer exists. According to market participants, this methodology does not correspond to the current realities, as very low figures are obtained. For example, in Moscow the cost of maintenance is 730 rubles, and in the Far Eastern regions - up to 1. This cost will not allow operators to recoup the cost of equipment, especially in large cities where the cost of renting premises and other costs are quite high. The FAS promised to solve this problem, but the development of a new method for calculating the maintenance tariff has not yet been completed.
But the Ministry of Economy, which prepared and agreed on new rules in the government, considers the fears of insurers to be unfounded. At the same time, the department explained that from 01.03 only a transitional period will begin to operate, during which maintenance points will go through the procedure for confirming compliance with the new requirements.
