More recently, Prime Minister Mikhail Mishustin revised the rules for conducting technical inspection of cars. The decree has already been published on the legal portal and the changes will come into force soon.
Reform has been thought about for a long time. The original date for the revision was July 7, 2020. But due to the coronavirus, the event was postponed to a later date.
The first amendments, which were prolonged in the new decree, were adopted in 2019. They related to photographing the car during the mandatory maintenance procedure and issuing diagnostic cards in electronic form with a digital signature.
The bodies implementing the main provisions of the decree will be the Ministry of Internal Affairs and the RSA. The list of their powers will be strictly delineated. The Ministry of Internal Affairs will monitor compliance with the rules of those. inspection, and PCA for compliance with performance requirements. This approach will increase the influence of government agencies over road safety.
A technical inspection will become mandatory. The car operator will be obliged to pass it every two years.
This decision was not made by chance. The government aims to reduce the number of road accidents. Defective vehicles are often the main cause of road traffic accidents. In addition, at the moment there are a huge number of diagnostic cards made by scammers. A thorough examination will help establish the inspection of the state sample and exclude false documentation.
The date of adoption of the amendments is known. They will be implemented from March 1, 2021. In the meantime, drivers should prepare for the innovations. Driving with knowingly false inspection characteristics can result in fines. It is not recommended to violate the rules of operation of the road vehicle. Good luck on the road!
